Instructions
Make the mashed potato topping: Place the potato chunks and a generous pinch of salt in a large pot and cover with cold water. Bring the water to a boil over medium-high heat, then reduce the heat to medium-low and simmer the potatoes until they are fork-tender, about 15-20 minutes. Drain and return them to the pot. Add the butter to the pot and let it melt over low heat. Mash the potatoes and butter together using a potato masher until smooth. Gradually add the milk or heavy cream to the mashed potatoes, stirring continuously, until you reach your desired creamy consistency. Season with salt and pepper, to taste.
Preheat your oven to 375°F (190°C).
In a large skillet, heat the olive oil over medium heat. Add the diced onion and cook until softened, about 5 minutes.
Add the minced garlic and ground beef to the skillet. Cook until the beef is browned, breaking it apart with a spoon as it cooks.
Stir in the tomato paste, beef broth, Worcestershire sauce, frozen veggies, salt, and pepper. Simmer for 10-15 minutes, until the mixture has thickened slightly.
Transfer the beef mixture to a greased 9x13 inch baking dish, spreading it out evenly.
Spread the mashed potatoes over the beef mixture, smoothing it out with a spatula.
If desired, sprinkle the shredded cheddar cheese over the mashed potatoes.
Place the baking dish in the preheated oven and bake for 25-30 minutes, or until the mashed potatoes are golden brown and the filling is bubbling around the edges. Remove from the oven and let it cool for a few minutes before serving. Garnish with fresh chopped parsley, if desired.
